Genius Police Prank!
Some British dude owns this car, and in Britain the driver sits on the right side of the car. So he takes his car to Germany where they drive like normal people on the left side. Well the police speeding cameras there are set up to take a picture of the drivers face (on the right side of the car) so British dude puts a stuffed Animal from the Muppets there and intentionally speeds by the traffic camera! The police are pissed that they can't prosecute him without both the license plate number and a picture of the driver. He's repeated this behavior often to make them Germans ANGRY. Way to go, dude.
